BCA League #186 was first sanctioned to the Victoria Eight Ball Association (VEBA) for the 1998-1999 season. For the following two seasons (1999-2000 & 2000-2001) Jeremy Coldwell was the League Operator. The VEBA then ran their A-Division as BCA #186 for the 2001-2002 season. Bill Unwin took over from VEBA in 2002/2003 and added the CCS sanction #117 when BCA split apart in 2005. Andrea & Larry took over the operation of VIPL from Bill in August of 2007. The league had 6 teams for the 2007-2008 season, 8 teams for the 2008-2009 season, and 12 teams for the 2009-2010 season.
